Angola is fast-tracking its digital transformation. What role should MSTelcom play in this new cycle of growth?
MSTelcom has a responsibility to act as the technological backbone of Angola’s modernisation, ensuring that the digital transformation leads to improvements in mobility, institutional efficiency and competitiveness. Within the transport sector, we have developed solutions for logistics corridor management, fleet monitoring and route optimisation, reducing costs and improving connectivity. This cycle builds on the pioneering vision of Mercury, furthering the ambition to connect the country. Our infrastructure supports services such as electronic identification and public digital platforms, ensuring secure connectivity across the entire territory. The goal is to transform technology into human and social development.
After your experience at Paratus, what strategic priorities do you bring to the leadership of MSTelcom?
At a time when telecommunications are a commodity, value lies in integration and impact. We have defined three priorities: systems integration, linking road, rail and air transport in multimodal solutions; technological decentralisation, bringing digital services to remote regions; and public-private partnerships, fast-tracking investments and solutions that have an impact on mobility and digital inclusion. These priorities enhance the role of technology as a driver of effective public policies and sustainable development.

Cloud, Cyber Security, Angosat-2 and Drones are clear investments. Where do you see the greatest immediate impact on the Angolan economy?
Angosat-2 stands out for its game-changing impact, ensuring connectivity in remote areas and improving logistics and access to digital public services. Drones are transforming infrastructure management, enabling preventive inspections and supporting the transport of essential goods. The cloud and cybersecurity ensure reliable systems, enabling secure data sharing and better government coordination. The greatest economic impact will result from the integration of these technologies across mobility, logistics and governance.
In an increasingly digital world, how can we safeguard the security and reliability of critical infrastructure?
Security is treated as a fundamental element (‘security by design’), with systems protected by multiple layers, encryption and zero-trust models. MSTelcom also ensures collaborative governance with regulators, business continuity plans and the uninterrupted delivery of essential services. Another key area is local capacity building, training specialists in cybersecurity and critical infrastructure operations. Confidence in digital systems is the foundation for efficient public services, modern transport and a competitive economy.
As MSTelcom is a subsidiary of the Sonangol group, what competitive advantages might this relationship with the Angolan state bring – and what challenges does it pose – in an increasingly dynamic and competitive market?
The association with the Sonangol Group ensures stability, a long-term vision and alignment with national priorities, facilitating the development of digital infrastructure and access to strategic assets. This close relationship allows us to create solutions tailored to the public sector and to expand connectivity in regions that are less well served. On the other hand, this requires balancing commercial efficiency with a public mission and maintaining agility within a regulated environment. MSTelcom responds with governance models that ensure autonomy, transparency and competitiveness.
What legacy would you like to leave at MSTelcom, and what role can Angola play in the technological future of Africa?
I intend to establish MSTelcom as a leading technology provider, reviving the pioneering spirit of Mercury and nurturing skilled teams, reliable processes and tangible results. Angola can establish itself as a regional digital hub, thanks to its location and investments in connectivity. MSTelcom can support this by providing integrated solutions that connect the country to the continent and the world.
